Russia's Talent Visa is the informal name for a two-stage mechanism introduced by Presidential Decree No. 883 (December 2025, in force April 2026). A foreign national first obtains 'person of interest to Russia' status, then uses it to receive a simplified Temporary Residence Permit (RVP, 3 years) or Residence Permit (VNJ, 5 years) — bypassing standard quotas and language tests.
Eight broad categories: science & technology, industrial production, sports, creative industries, culture & humanities, education, public contribution, and holders of in-demand professions. Each category has specific criteria — from RAS membership and patents for scientists, to Olympic medals for athletes, to top-20 university degrees for graduates.
The applicant submits a petition to the ASI-affiliated operator, who conducts a multi-stage review involving MVI (Ministry of Internal Affairs) checks and, for some cases, the Presidential Commission on Citizenship. If approved, MVI issues a letter confirming 'person of interest' status — the basis for RVP/VNJ applications.
Timelines are not yet fully standardised as the programme is new. Based on the regulatory framework, operator review plus MVI processing is expected to take 1–3 months. We monitor actual processing times and provide realistic estimates at the start of each case.
Yes. The VNJ obtained through this route can serve as a stepping stone toward permanent residency and subsequently citizenship, subject to standard residency period requirements. It is one of the faster paths to long-term legal status in Russia.
Yes. The 'person of interest' status automatically extends to the applicant's spouse and minor children, who can receive RVP or VNJ on the same basis without needing to demonstrate independent qualifying criteria.
