Free Medical Assistance in Russia

If foreign citizens work in Moscow, and their employers pay contributions for compulsory medical insurance (CMI) for them included into the Unified social tax, they have the right to obtain a CMI policy at their place of work and get free medical assistance in the clinic at their place of residence.Such citizens can get scheduled in-patient assistance upon referral from the clinic.

Unemployed foreign citizens with a residence permit and according note in their passports are also entitled to a CMI policy; to get it they shall refer to any medical insurance organization of the Moscow CMI system .

Stateless persons seeking refuge in the territory of Moscow can get scheduled out-patient medical assistance at their place of factual residence if they have a refugee ID card.

Such ID cards are issued by the Office of the UN High Commissioner for Refugees at 11a (1), Seleznevskaya Str. (ул. Селезневская, д. 11а (1)) (tel.:. 284-32-20), Moscow Mayor’s Office, as well as upon referral of the Office of the UN High Commissioner for Refugees, Central Internal Affairs Directorate, Immigrant Agency, and charitable organizations.

Citizens of the Republic of Belarus, permanently residing in the Russian Federation, have equal rights with Russian citizens to get medical assistance including free treatment at state and municipal health care institutions of the Russian Federation.

According to the Belarusian-Russian intergovernmental agreement on medical care citizens of the Republic of Belarus temporally staying or residing in the Russian Federation have equal rights with Russian citizens to get emergency medical assistance and common medical assistance in case during their stay in Russia they are found to have some diseases that might endanger other people.

Contributions of Unified social tax that includes contributions for CMI shall be made for citizens of the Republic of Belarus working under an employment agreement or civil law contract. Contributions for CMI for unemployed Belarusian citizens shall be done by the constituent of the Russian Federation where such citizens are registered.

Citizens of the Republic of Belarus insured under CMI get policies from insurance medical organizations that insured such citizens upon presentation of the passport or a document stating registration at the place of residence (at the place of stay).

Persons under 14 can obtain CMI policies upon presentation of the birth certificate and a document stating registration of one of the parents or guardians at the place of residence or at the place of stay.

High-technology medical assistance is provided by means of the Federal budget according to regulations of the Ministry of Health Care and Social Development of the Russian Federation within limits of allowances for the constituent of the Russian Federation where the Belarusian citizen is registered.
